Matt Presents at Bristol County Assessors Breakfast Meeting

On Thursday, September 19, 2019, Matt presented  “The ABCs of TIFs, DIFs, TIEs & STAs” to the members of the Bristol County Assessors Association at their Breakfast Meeting at the Rehoboth Town Offices.  During the presentation, Matt reviewed the basics of tax increment financing, district improvement financing, HDIP tax increment exemptions, and special tax assessments. Matt also discussed the impact of  substantial changes to tax increment financing law in Massachusetts which became effective on January 1, 2017.

Matt would like to thank the members of the Bristol County Assessors Association for their hospitality.

Matt presents at BCAA Spring Meeting

On Thursday, May 9, 2019, Matt presented “Assessing Condominiums: Present Interests, Uncommon Elements, and Common Sense” to the members of the Bristol County Assessors Association at their Spring Meeting at the Fall River Government Center. During the presentation, Matt reviewed the Appeals Court decision in R.I. Seekonk Holdings v. Board of Assessors of Seekonk. Matt also discussed various issues involved with assessing mixed use condominiums and commercial condominiums.

Matt Presents at MAAO Winter/Spring Confrence

On Thursday, March 28, 2019, Matt and Mattapoisett Principal Assessor Kathleen Costello presented “Solar, Solar, Solar – Just Give Me the Warm Power of the Sun” to members of the Massachusetts Association of Assessing Officers at their Winter/Spring Conference at the Boxboro Regency. During the presentation, Matt & Kathy reviewed the progression of Massachusetts Solar Power Subsidy Programs, the various methods of valuation for the solar arrays and the property on which they are developed, the negotiation, execution and collection of Solar Payment In Lieu of Tax (PILOT) Agreements, and portions of the Commonwealth’s new SMART Program.

Matt would like to thank Kathy Costello for her collaboration on the presentation, and the members of the Massachusetts Association of Assessing Officers for their hospitality.

Matt Presents at Bristol County Assessor Association Annual Meeting

On Friday, December 7, 2018, Matt presented “It’s a Holiday Grab Bag” to the members of the Bristol County Assessor Association at their Annual Meeting at the Fall River Country Club. During the presentation, Matt reviewed portions of the Commonwealth’s new SMART Program, developments in assessing Class 504 property, collection procedures associated with Clause 41A Real Estate Tax Deferrals, and the recent Massachusetts Appeals Court decision in Rauseo v. Brown, 18-P-288.
